CT income tax city by city: who pays the most


CONNECTICUT — Cities in Fairfield County led the majority of the top 10 spots for total state income tax paid for the 2020 tax year.

Greenwich taxpayers paid more than $900 million in state income tax and cleared entity tax in 2020, which is the most recent tax year available. That was more than double Stamford, which is second on the list for total paid; The population of Stamford is more than double that of Greenwich.

Eight of the top 10 municipalities that paid the most income taxes were in Fairfield County, according to data from the state Department of Tax Services.

Seven of the top 10 were in Fairfield County for the highest average tax paid per return and per capita tax paid.

Personal income taxes account for about half of state general fund revenue. The pass-through entity tax accounted for about 6.5% of general fund revenue in 2020 and 7.5% in 2021, according to the Office of the State Comptroller. Sales and use tax accounted for 22.5% of the state budget in 2020.

Connecticut revamped its pass-through entity tax system in 2018 in response to the federal $10,000 limit on state and local tax deductions (SALT). Flow-through taxes are typically paid by small businesses when an owner or owners pay taxes through personal tax returns. Governor Dannel Malloy signed a bill that established a flow-through tax that was offset by a personal income tax credit. The amount of the credit has been reduced as of the 2019 tax year.
